Issue descriptionSteps to reproduce the problem: 1. Opened a Chrome OS Tab and entered file:///system/etc/permissions. 2. Tried to Connect to http://127.0.0.1:8080 in another tab. 3. Tried to connect to http://127.0.0.1 also in another tab. What is the expected behavior? I expected it to retrieve and add an option to give read/write permissions for all Files inside the whole FileSystem itself. What went wrong? It did nothing, but show an Aw Snap page And Repetive Refusals to Connect to any kind of file or the filesystem itself. Did this work before? No Does this work in other browsers? Yes Chrome version: 68.0.3440.91 Channel: stable OS Version: 7.0.0 Flash Version: 11.1.115.81 I am requesting an update and bug fixes for all of this, and Chrome OS FileSystem Android API version 24.0 support on Android OS 7.0.0 arm64-v8a OS Build Devices.

@ iowanative05: Could you please provide screencast on reproducing the issue as on navigating to file:///system/etc/permissions in chrome 68.0.3440.91/Pixel 2 shows Access to file was denied error. Please provide device details on which you are seeing this issue. This would help in better triaging of the issue. Thanks!
