I tried using Incognito, and also starting with "--no-experiments --disable-extensions", but neither helped. I also temporarily got rid of the Microsoft fonts that I also use and my custom Fontconfig configurations (restarting the browser each time), but neither of those helped either.

Tried testing the issue on reported chrome version 70.0.3521.2 using Ubuntu 14.04 and Ubuntu 17.10 with the exact steps mentioned in comment#3. As the issue seems to be related to Fedora OS, hence adding label "TE-NeedsTriageFromHYD" and requesting someone from Inhouse team to have a look into this and help in further triaging it.

Thanks!

Thanks for the screenshots, that looks bad indeed.

Have been unable to reproduce the problem on any of the linux machines around here.
What distribution and version of linux are you running? What's your default font? Have you made any changes to font-config?

I'm using Fedora 28. My default font is Liberation Serif. I'm using the Microsoft Windows fonts from my Windows 10 partition, but temporarily removing them didn't help. I have several custom fontconfig files, but temporarily removing them didn't help.

I'll attach the list of installed font packages and custom fontconfig files.

With version 71.0.3578.80, Fedora 29, combining diacritical marks and Hebrew show no problems, but everything else I noted as having problems still has problems.
