All downloads on chrome end up with "virus scan failed"

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Attempt to download a file 
2. File goes through the process of saving - choose file location, and actual download
3. Download fails to finalize saying "Failed - Virus scan failed" 

What is the expected behavior?
Downloading the file

What went wrong?
Files will not download on chrome, while working fine on other browsers.

Did this work before? Yes 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
