Avoid making a full copy of the request body in the Fuchsia net.old_http service.

The current implementation copies the entirety of the request body when it is set. To save on memory usage, implement an UploadDataStream for all 3 cases.

Increasing priority, we will need this to support chunked encoding. In addition, we only need to support 2 cases now that the old buffer mode has been deprecated.
