Permissions icon does not update if permissions are updated by clicking on it.

Issue description

Chrome Version: 68.0.3440.106
OS: Linux (tested, probably others too)

What steps will reproduce the problem?
(1) Visit https://permission.site/
(2) Click the "Read text" button in the Async clipboard API section
(3) Click Allow.
(3) Click the clipboard icon and change the status to "Always block"

What is the expected result?
Permissions icon should change to show that the clipboard is now blocked.

What happens instead?
Icon remains the same.

This also fails if the permission is first denied and then changed to granted.

I can reproduce that with other icons (e.g. microphone) as well, so it doesn't look clipboard-specific.

hkamila@, can you PTAL? You've been looking at this code recently. This is probably a bug in TabSpecificContentSettings.
msramek@ I'm debugging it.

The icons don't seem to change/dissapear in general, once they are set. 
Also in the case when you change the permission from settings. For example if geolocation is enabled for a site, and you disable it from settings, the icon still shows on the omnibox, as if it is still enabled.
