AllowSignIn ever coming back?

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Put chrome on shared computer
2. User signs in and forgets to sign out
3. Other users can now see their account info

What is the expected behavior?
Return functionality to allow administrators to prevent sign in entirely, not just syncing.

What went wrong?
Google thought it was a good idea to remove this feature and place of preventing syncing, which is absolutely pointless in an enterprise or shared workstation environment.

As the issue seems to be related to "Enterprise", hence adding label "TE-NeedsTriageFromHYD" and requesting someone from Inhouse to have a look into this and help in further triaging it.

We had a lot of feedback on this feature and made some changes in M70.  Would you mind taking a look at BrowserSignin (disabled) and see if it meets your needs?
