CJK stroke combination doesn't work properly on app Launcher search field

Issue description

Chrome Version       : 70.0.3524.2
Platform             : 10975.0.0


What steps will reproduce the problem?
(1)  set IME to Korean/2Set
(2)  click on Launcher icon 
(3)  try to enter "qk" on "Search your device, apps, web..." field
(4)  delete  the previous input "ㅂㅏ"
(5)  enter "qkenr" on the search field

What is the expected result?
On step#3, "바" should appear
On step#5, "바둑" should appear

What happens instead?
On step#3,  "ㅂㅏ" appears.  The consonant(ㅂ) and vowel(ㅏ) are not combined  
On step#5,  "ㅂ다ㅜㄱ" appears

Please provide any additional information below. Attach a screenshot if
possible.
CJK IME works find on omnibox, Findinpage,gmail, etc...

Unable to reproduce the issue on 69.0.3497.45/10895.28.0  - Link
The launcher is new style on M70.  It is different than M69. 

 
For Simplified Chinese : 
steps :
1. set IME to Pinyin input method
2. enter "ti" on the Search field
3. enter "an" on the search field

Expected result : 
on step#2, should be able to see "ti" with the Chinese candidate window

Actual result :
on step#2, "ti" enter without the Chinese candidate window
on step#3, "tian" appears with the Chinese candidate window

Summary: CJK stroke combination doesn't work properly on app Launcher search field (was: CJK stoke combination doesn't work properly on app Launcher search field )
For Japanese IME :
steps :
1. set IME to Google Japanese input
2. enter "k" on the Search field
3. enter "a" on the search field

Expected result : 
on step#2, should be able to see "k" with the Japanese candidate window

Actual result :
on step#2, "k" appears without the Japanese candidate window.  Seems "k" is in English. 
on step#3, "kあ" appears with the Japanese candidate window.

Unable to reproduce the issue on Chrome70.0.3538.7/ CrOS 11021.5.0 -  Snappy, Peppy. CJK works fine on APP Launcher.
