unable to reliably resize Developer Tools height using mouse

Steps to reproduce the problem:
1. open any web page
2. press `cmd+option+i` to open Chrome Developer Tools
3. mouse the mouse to the top edge of Developer Tools pane
4. move the mouse back towards the webpage, and then back to the top edge of the Developer Tools pane

What is the expected behavior?
I expected that when the mouse is hovering near the top edge of the Developer Tools pane, the mouse cursor should change from a pointer icon (https://github.com/daviddarnes/mac-cursors/blob/55aca870948ed93193db5d39d79711de07494d00/svg/pointer.svg) to a resizenorthsouth icon (https://github.com/daviddarnes/mac-cursors/blob/55aca870948ed93193db5d39d79711de07494d00/svg/resizenorthsouth.svg), and I should be able to click and drag to change the height of the Developer Tools.

What went wrong?
When hovering the mouse near the top of the Developer Tools pane, the mouse icon does not reliably change to a resizenorthsouth icon, and I am unable to reliably click and drag to resize the height of the Developer Tools pane.

Essentially, resizing the Developer Tools pane height with the mouse is very fiddly and unreliable.

Did this work before? No

Tried testing the issue issue on reported chrome version #68.0.3440.106 using Mac OS 10.13.6, by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to crbug.com/875469.
3.Opened devtools using 'cmd+option+i' by keyboard shortcut.
5.Hovered mouse over the top edge of the Developer Tools pane, observed that not everytime the pointer getting changed to resize-north-south icon.

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.
