Move "Available offline" in overflow menu

Issue description

Chrome OS version: 67.0.3396.99 (OFFICIAL)

Steps to reproduce:
1. See  issue 875466  on how to see "Available offline" in the overflow menu. 
2. Open the overflow menu.

Expected result:
"Available offline" is in the same section as "Get info" "Rename" etc. 

Observed result:
"Available offline" is at the top of the overflow menu in it's own section. 

I suggest we put this action as the last item in the overflow menu, part of the same section as "Get info". That way the menus will look similar between cloud and local files.

There are other options that are not even shown in the gear menu:

- "Share with others"
- "Manage in Drive"

These are all shown in the "Top" of the context menu, above a separator. It would be strange to not have them in the same place in both menus.

I'd suggest we either:
- Close this bug and add "Share with Others" and "Manage in Drive" to the gear menu.
- Close this bug and remove "Available Offline" from the gear menu.

Is there a doc on what options should be in the context menu and what should be in the gear menu?
