gclient should set protocol.version 2 in .git/config if git version >= 2.18

When gclient is operating with git v2.18, using v2 protocol provides substantial speedups. Developers and bots would benefit from this.

Your team decides. I think yes, because it will increase speed of working with GoB servers.
