Strange behavior with green https icon in the omnibox

From "Settings > About Chrome"
Application version: canary before 70.0.3525.0 (on this version cannot be checked due to the https://bugs.chromium.org/p/chromium/issues/detail?id=875233)
Operating system: 8.0

URLs (if applicable): dobreprogramy.pl

Steps to reproduce:
(1)open url
(2)move a little bit tab to the left & right (tap on url in the omnibox and swipe a little bit)

Expected result:

https icon has got one color

Actual result:

https icon is changing color

Note:

I am able to reproduce this on on 70.0.3523, looks like we color the lock gray for themed sites, but for some reason that one doesn't get picked up until there is an interaction with the omnibox. On stable the lock icon is green when loading starts, and switches to grey as soon as the theme loads.

mdjones: Can you take a look at what changed in the coloring process? Feel free to reassign if appropriate. Thanks!
