Drive file context menu flickers and some parts are not functional

Chrome OS version: 70.0.3524.2

Steps to reproduce:
1. Open a Google Drive folder
2. Bring up the context menu for a file (right click)
3. Try to "Open" or "More actions"

Expected result:
Context menu is brought up, all active actions are functional. 

Observed result:
Context menu is brought up but flickers, several of the first few actions do not seem to work.

The initial flickering happens as the context menu is filled asynchronously after it is initially shown.

Will need to look at error paths to understand why it flickers more than once tho.

Looking at the video really hard it looks like the entire context menu it reconstructed - which might happen if the file changed event or apps available count changes. I'd guess it's the second that might be happening here.
