ChromeVox does not announce deleted character in omnibox

Issue description

Version 69.0.3497.35 (Official Build) dev (64-bit)
Firmware version:
Google_Cave.7820.384.0

Steps:
# Launch Chrome Vox
# open new tab page (CTRL +N)
# navigate to omnibox (CTRL+L)
# type in any text, such as the word ‘testing’
# press the backspace key a few times as text is deleted
Expected: ChromeVox announces each character as it is deleted from omnibox
Actual: ChromeVox announces the remaining parts of the text as it is deleted without announcing deleted character

Reproduction Steps: 
1. Open ChromVox
2. Ctrl+L to focus the address bar.
3. Set character echo to none.
4. Start typing in a search query like "Things to do in Koh Samui".

Notice that ChromeVox reads the entire line on every keypress. It also appends "search" to every announcement after the key press. This is extremely distracting.
