Create a perf test for WSOLA and SincResampler

Since this code is significantly affected by CPU optimizations, we should have perf tests covering it.

Tests with silence (including many small but nonzero samples) should be included to cover  issue 531026 .

Probably the remaining places that denormals may effect performance are:
AudioBus::FromInterleaved/ToInterleaved
ChannelMixer::Transform
AudioConverter::Convert
VectorMath::*
