Only display "Show hidden files" for Downloads root

Issue description

Chrome OS version: 70.0.3524.2

We currently display "Show hidden files" in the overflow menu for all roots and views, external media and even Zip archives. After discussing with Weifang it seems the only place there could be hidden files is in the Downloads root, so let's only show this option there. 

Steps to reproduce:
1. Select any root or view except "Downloads"
2. Open the overflow (three dot) menu.

Expected result:
"Show hidden files" is not shown in the overflow menu.

Observed result:
"Show hidden files" is shown in the overflow menu and can be toggled on and off but has no effect.

There also might be hidden files that user could want to access in the crostini root "Linux files".

Given hidden files are any starting with a ".", we can end up with hidden files in any directory/view. I think we should leave this as is.
