Move "Create shortcut" below "Rename" in overflow menu

Chrome OS version: 70.0.3524.2

Steps to reproduce:
1. Select a folder under "Google Drive"
2. Open the overflow menu (three dot)

Expected result:
"Create shortcut" is shown in the same section as other folder related actions, below "Rename".

Observed result:
"Create shortcut" is in its own section at the top of the menu.

To be completely fair I can't reproduce this in this version because of  issue 875352 , but I'd assume the menu still behaves the same when that has been resolved.

Move context menu item lower.

I have no idea what I'm doing but it seems to work as asked in
 crbug.com/875409 : move "create shortcut" item under "rename".
