Add "Create shortcut" for all (non-root) folders

Issue description

Chrome OS version: 70.0.3524.2

Currently in Files app we allow users to create shortcuts to folders. The functionality can be reached by bringing up the context menu of a folder (right click) or selecting a folder and bringing up the overflow menu (three dot). Choosing "Create shortcut" creates a shortcut to the folder under the views in the left hand navigation.

I can only see these options for folders under Google Drive. We should extend this functionality to all folders.

Question: If you right click a shortcut there is an option to rename it but it's always grayed out for me. Is that a bug or what are the rules around how shortcuts are renamed?
