Chrome OS version: 70.0.3524.2

Currently we have a "Paste into folder" option when you right click a folder. We should also show this option in the overflow menu when the user has selected a folder. 

Steps to reproduce:
1. Copy a file
2. Select a folder (check mark)
3. Open the overflow menu (three dot)

Expected result:
The overflow menu shows the "Paste into folder" option below "Copy"

Observed result:
The overflow menu does not show the "Paste into folder" option.
