Show storage options in the overflow menu for specific roots only

Chrome OS version: 70.0.3524.2

Right now we show storage information in the overflow menu for non-views. Here are my suggested rules for how and when to show the storage information:

"My files" and subdirectories - local storage
"Google Drive" and subdirectories - Drive storage
Third party cloud storage - third party provider storage if possible, nothing if not possible
External storage - external storage if possible, nothing if not possible
