recovery.conf v66 is served for reks, while 67 is current stable

Description:
Recovery tool recovers reks to 10452.99.0/66.0.3359.203 while current stable is
10575.55.0/67.0.3396.87
per omaha, https://cros-updates-serving.appspot.com

Steps to reproduce: 
1. Grab current recovery.conf from: https://dl.google.com/dl/edgedl/chromeos/recovery/recovery.conf

2. search for text REKS

Current Behavior / Reproduction: 
version=10452.99.0

Expected Behavior: 
version=10575.55.0
