Regression: Never ending throbber animation on Tabs

Issue description

Chrome Version: Canary 70.0.3525.0
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Open websites in different tabs
(2)
(3)

What is the expected result?
Websites should render completely and the throbber should stop to animate.


What happens instead?
A never ending throbber animation on Tabs is to see and some pages do not render completely.

This seems to be a recent regression in latest Canary.

Internet speed is okay at 50 Mbps.

I'm seeing this on Windows too.
I'm trying to bisect it, but the Chromium builds work fine in the range of the latest Canary.

Looks like it is behind an experiment. Starting Canary with --user-data-dir= doesn't have this issue.
Agreed with Comment 6. I've been trying to dig which experiment flags this.
Can confirm that 70.0.3525.0 with --user-data-dir= is OK, however, I've reset all my experimental flags one by one and the issue persisted.
Re: Comment 8, not all of the experiments are controlled by flags.
Looks like canary was respun and this is no longer an issue.
