Scrolling is bumpy with wheel scroll latching in all apps built with cappuccino

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. https://cappuccino-testbook.5apps.com/
2. scroll the list on the left up and down on a macbook pro touchpad

What is the expected behavior?
scrolling should be smooth, slowing down.
turning direction should work immediately, look at behavior with wheel scroll latching off, or look at firefox/safari

What went wrong?
scroll-speed is wrong (does not slow down) + issue when turning scroll-direction

Did this work before? Yes turn off wheel scroll latching ->issues are gone

Chrome version: 68.0.3440.106  Channel: stable
OS Version: OS X 10.13.6

This is a blink issue and doesn't appear to be unique to Mac.

interestingly, this bug is exposed only on a retina display

Able to reproduce issue on reported chrome version 68.0.3440.106 & on latest chrome 70.0.3527.0 using Mac 10.13.1(Retina) and Windows 10. Hence providing bisect information below.
NOTE: Issue not seen on Ubuntu.

You are probably looking for a change made after 528133 (known good), but no later than 528134 (first known bad).

I get this problem too. Very annoying and it is only on Retina display. If I have the window on an external none Retina display the problem is not present as commented above.

any news on this one?
the flag to turn latching off seems to be gone.
really annoying bug!

I will work on this by the end of this quarter.
