Autofill responses are slow.

According to PasswordManager.TimeBetweenStoreAndServer, 10% of responses take >10 seconds. This affects Autofill and the password manager.

According to Autofill.Query.HttpResponseCode, a large set of responses are not 200 OK.

Let's investigate.

Record more UMA metrics on Autofill requests.

We are experiencing that ~50% of autofill requests show network errors and that
10% of them take more than 10 second to complete. This introduces some metrics
to better understand the situation.
