Unable to interact with certain parts Chrome using a Smart Board

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. Have a Smartboard with touch 2. Open Chrome 3. Try to close, minimize, maximize browser, or resize window. What is the expected behavior? To be able to use the Min, Max, and close buttons when using a Smart Board with your finger. What went wrong? You can close, minimize, maximize Chrome when using a Smart Board. When using your finger it doesn't register. If you use the Smart Board pens it will work, but finger touch doesn't. I have attached a picture of the buttons that can't be used. Also, resizing the window does not work as well. Did this work before? Yes Unknown. Before latest update. Chrome version: 68.0.3440.106 Channel: stable OS Version: 10.0 Flash Version:
