There's a brief flash of the top bar after completing the FRE into a TWA.

Issue description

When a TWA is launched and Chrome has never been opened before, the user goes through the First Run Experience. After this the Trusted Web Activity UI is shown.

However, there is a slight flash of a top bar - get rid of this.
