Anchors don't work with Chrome but works in other browsers

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. When uploading a pdf document in chrome all the anchors don't work even though other browsers read the anchors normally

- the pdf is created in adobe Indesign and exported as a pdf (interactive)

What is the expected behavior?

What went wrong?
some of the anchors donät work when downloading/opening the pdf in chrome.

OS Version: OS X 10.13.5

Try making a sample PDF that demonstrates the problem otherwise there's nothing to work on here.

Yes, we'll need a sample PDF, please. "Anchor" is not defined in the PDF spec, so it's not clear what this refers to.
