Should save DeviceLocalAccount policies to JSON files when logging policies

Currently, when logging policies, we don't emit the user policy for kiosks/public sessions. This is all available in the device policy blob so we should emit them as well.

Can you give a little more details, like where are those policies being logged ?

Sent an email, and apologies for the confusion. I *think* this is if you go to a user session, visit about://policy, and select "Export to JSON" - it doesn't show the details of device local account policy for the various sessions on the device.

We may want to only include them if the user is affiliated though?
