"FlingControllerTest.ControllerSendsGSEWhenTouchscreenFlingIsOver" is flaky.

Okay, this seems to be a test suite prone to flakiness. Merging in  issue 836996  and disabling the test.

[Flaky] Disable timing-dependent FlingControllerTest

Adding another test to the pile of flaky test in this file. See bugs for
recent failures.
