Cannot open offline page when shared via android beam

Issue description

Chrome Version: 68.0.3440.91

What steps will reproduce the problem?
(1) Save offline page
(2) Go to download home via chrome
(3) Tap on 3-dot menu next to downloaded page and click share with android beam
(4) Tap NFC-enabled device and wait for beam to complete
(5) On other device, tap on the downloaded file

What is the expected result?
Offline page opens in Chrome successfully

What happens instead?
Offline page triggers a download in Chrome for the mhtml endlessly

Tested with nexus 5x and pixel2

After talking with Pete, I suspect this is a problem with the file type that android beam is sending with the content url to Chrome? Maybe an Android beam issue

Nancy - Android Beam needs to understand the MHTML data type (similar to SHAREit and Xender and FilesGo).

Do we want to talk to their team, or just close this bug?
