A Japanese IME doesn't work on M69

Issue description

Chrome 69.0.3497.23 Windows

Japanese users are reporting a Japanese IME called ATOK
(http://www.atok.com/biz/embedded_atok_en.html) doesn't work since M69
on windows:
https://togetter.com/li/1257147 (tweets in Japanese)

It seems other Japanese IMEs like MS-IME and Google-IME still work.

Tried to this issue as per comment #0,As we are unable to download the file, could you please provide the link to download test ATOK Japanese IME for windows to test and repro the issue.

Tested this issue on reported chrome version 69.0.3497.23 using Windows 10. Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Downloaded and enabled Japanese IME called ATOK
As we are observed that Japanese IME called ATOK working properly 

@Reporter:Could you please check the attached screen cast and please let us know if anything missed from our end.Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.

The first thing to do is to reproduce and bisect. 

I'm not sure how popular this IME (ATOK) is among Japanese users. 


pbommana@, could you pls try to repro and bisect?
M69 Stable promotion is coming VERY soon. Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and request a merge into the release branch ASAP. Merge has to happen latest by 4:00 PM PT Friday (08/24/18) in order to make it to next week stable cut. Thank you.
Test team wasn't able to reproduce the issue (comment#10).

Do we know what windows 10 versions it is occuring on? Maybe if we quantify that we might have an idea.

I just found Japanese users are saying complaints on twitter.
In the meanwhile since no one among us don't repro it, leave this bug open
w/o blocker tags and revisit if anyone concretely repro case and environment.

As per comment #10 and comment #17, the issue doesn't seem to repro from TE-end. Hence, adding label TE-NeedsTriageHelp to push it out of the test team triaging bucket.
