What steps will reproduce the problem?

Attempt to scroll to a new page while folder is open:
(1) Open folder
(2) swipe up outside of the folder

What is the expected result?
Folder closes, page changes

What happens instead?
Folder closes, nothing.

Bonus details:

If you simply allow gesture events to continue... it almost works.
The folder close animation works while the app list is closing, but if it happens during pagination, it is off-center.
