Steps to reproduce the problem:
1. Update Taimen to current P OTA firmware
2. Enable ADB on Taimen
3. Run Vysor on Chell
4. Connect Taimen to Chell using USB C-to-C USB3.1 Full-Featured eMarked cable

What is the expected behavior?
5. ADB notification opens on phone
6. ADB is visible in Vysor

What went wrong?
5. No ADB prompt on phone
6. Vysor doesn't show any ADB devices

Did this work before? Yes Pixelbook Eve running Dev channel (I believe)
