AR tests failing 100% of the time

Starting with https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Oreo%20Phone%20Tester/461, all AR tests have started failing. Looking at the post-failure screenshot (attached), a couple of things are notable:

1. The prompt to update VR Services is present, which AFAIK shouldn't happen
2. The canvas is not red, indicating we don't have an XR device.

Looking at logcat output, we're getting NotFoundErrors

Fix error where XR will report no devices

This happens when AR device is the only device, because we were asking for
a non-immersive device, and if that didn't exist, default to the immersive
device, and if that didn't exist, reporting no devices, which misses out
any AR devices.
