Play Store apps pinch-zoom not handling graphic layers consistently

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.21.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.35 Safari/537.36
Platform: 10895.21.0 (Official Build) beta-channel auron_yuna

Steps to reproduce the problem:
1. Open app and use pinch-zoom from touchpad
2. Note that city name layer sooms differently from other layers
3. Use an external mouse with scroll wheel - note that the app responds properly.
4. Use a touchscreen Chromebook such as cyan. Note that touchscreen zooming acts differently from touchpad pinch-zoom. Touchscreen works properly, touchpad does not

What is the expected behavior?
City name layer is normally hidden while other layers are zoomed.

What went wrong?
Touchpad pinch-zoom was enabled on M69. It appears that the individual graphic layers are zoomed independently. The app is designed to hide certain layers during zoom operations. This does not happen during pinch zoom. The layer showing city names stays visible, and it should not.

This is super interesting.  I tested on cyan (R11). The labels disappear correctly when using two finger pinch/zoom on the screen directly, but not when using a gesture from the touchpad.

Jim, are there any more apps that behave in similar ways?

Sean, is there a difference app developers will need to take into account between the two gestures?  Should we simulate the same behavior so they can treat this as a no-op?
Elijah, I don't use many Android apps, so I can't find anything with
similar graphics complexity. I actually looked before contacting you.

If you know of some app that has similar features I will be happy to test.
I intended for trackpad pinch to behave the same as touchscreen pinch.  I will have to investigate this.  It may have to do with how the events are batched.
