The mystery of this unknown shortcut was driving me crazy so I figured it out with a bit more digging. Apparently it's supposed to copy the selected text to the find buffer: http://leancrew.com/all-this/2017/11/command-e/ So you don't have to do Command-C, Command-F, Command-V, Command-G. Command-E basically does those first three in one step.

Command-E puts the selected text onto the Find Pasteboard. Cocoa Chrome used an NSTextField for the omnibox so I'm surprised that it didn't work for you.

I just didn't understand what it was doing until I figured out what the expectation for Command-e was. It doesn't really produce any obvious effect if you don't know what it's trying to do.
