Repro steps:
(1) Turn on Switch Access
(2) Navigate using Switch Access to the ... menu right of the omnibox
[alternatively, right click to bring up a context menu]
(3) Press any switch

What is the expected result?
Switch Access navigates the menu, or (less desirable) closes the menu

What happens instead?
User is entirely stuck, there is no way to progress with just switches.
