What steps will reproduce the problem?
(1) Set up a Kiosk mode screen
(2) Disclaimer shows only no Kiosk
(3) Unable to add disclaimer to regular sing ins

What is the expected result? Customer would like to have AUP disclaimer every time the a user sings in to the device,as it happens on Kiosk mode.

What happens instead? When user sings in to the device only has to enter his user name and password. No disclaimer comes up since its not available as right now

Here is Customers request: Display AUP disclaimer prior to signing into device. Need assistance on if this is possible. I know it is for Kiosk devices. But I'd like this ability for End User devices.
