Send emails to rotation owners when no sheriffs have accepted the calendar invite

The ANGLE sheriff rotation just encountered an issue where an out-of-office declined the sheriff calendar entry without anyone noticing.  This caused us to have no sheriff for 3 days and blocked the the skia auto-rolling script because it couldn't find anyone to CC on the rolls.

Would it be possible to email the owner of the rotation if nobody has accepted the calendar invite?
