At the moment quite a number of places in Chrome use task observers to do various things. These places include various microtasks, GC and cache pruning, etc.

This doesn't allow scheduler to schedule, bypasses metrics infrastructure and just not a very nice thing to do. We need to move all these things to normal task runners with high priority and go from there.

This is a tracking bug for moving things off task observers and banning task observers completely.
