Don't think my CL is the culprit, it was just a removal of some dead code.

Tentatively assigning to digit@ since the first CL in the list touches 
Android code and the regression was (first) found on a Nexus6.

ThinLTO was re-enabled after a new clang DEPS roll (see https://bugs.chromium.org/p/chromium/issues/detail?id=872611)

I.e. this should be fixed now.
