Scrollbar of 'Landscapes' wallpaper collection overlay is seen chopped after resizing browser to LHS

Issue description

Chrome Version: 69.0.3497.42 (Official Build) Revision 9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655} (64 bit)
OS: Mac (10.12.6, 10.13.1)

Pre-condition: Enable the flag 'Enable using the Google local NTP' and 'New Tab Page Background Selection' from chrome://flags/

What steps will reproduce the problem?
(1) Launch chrome, open NTP and resize the browser to LHS to its minimum limit.
(2) Click on gear icon then select 'Choose background' option ('Select a collection' overlay will open).
(3) Choose 'Landscape' collection and scroll down wallpapers to the last.
(4) Now try to resize the browser up/down once and Observe.

Actual Result: Scrollbar of 'Landscapes' wallpaper collection overlay is seen chopped.

Expected Result: Scrollbar of 'Landscapes' wallpaper collection overlay should not be seen chopped.

This is a Non-Regression issue seen from ‘M-69’ chrome version #69.0.3451.0 as NTP flag came in to existence.

NOTE:
1. Issue is also seen on M-70 Dev (build #70.0.3521.2) & M-70 Canary (build #70.0.3524.0).
2. Issue is not seen on Mac (10.13.6, 10.14), Win (7, 8, 8.1, 10) & Linux (14.04 LTS) OS.

I'm not sure what can be done about this and this also a super edge case so I would treat as even lower then P3. 

Weilun - would you mind taking a look when you have time? This can be lowest priority.

This issue seems obsolete. I can't reproduce it on my latest version Canary as well as chromium. On Mac, the scroll should disappear when we don't scroll it. Could you verify if the bug still exists?
