Right and bottom border missing for select box in browser

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Launch a chrome and navigate to https://bugs.chromium.org/p/chromium/issues/advsearch
2. Click on serach within combo-box
3. Here for some of the resolution right and bottom border is not coming.

This behavior is occurring most of the select box in multiple sites. I have also checked in firefox and IE its working fine.

What is the expected behavior?
option list box should be inside a border.

What went wrong?
For color blind user its very hard to find it out also sometimes its not looking good on screen.

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

Looks like when option length is big then border will not come or when select tag parent width less than select then this issue is occurs. 

I have also face same issue in w3cschool.com

For better reference I have attached chromium.org example.

Unable to reproduce the issue on reported chrome version #68.0.3440.106 using Windows 10, by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "https://bugs.chromium.org/p/chromium/issues/advsearch".
3.Clicked in seach within combo box, observed the option list box inside the border.

Attached screencast for reference.
@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.

I am able to see similar issue. I had my screen 'Display Settings'->'Scale And Layout'-> 150%.

When I have the scaling as 100%, I do not see the issue.

But I want my scaling as 150%. Please let me know the workaround for this.

Hi Swarnasree,

Still this issue is reproducable in chrome version 69. I have attached a small clip for that. In 175% zoom right side border is not appearing in combobox and 250% zoom bottom border is not appearing.

Screen resolution: 1920 * 1080.

As per comment#4, Able to reproduce the issue on reported chrome version 68.0.3440.106 and stable 70.0.3538.67 and also latest chrome 72.0.3582.0 also on Windows 10.  
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged. Issue seen on Windows.
