Shortcut text does not get removed using 'x' button for the first instance

Issue description

Chrome Version : 69.0.3497.42 (Official Build) 9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655} (32/64 bit)
OS : Windows(7,8,8.1,10), Mac(10.12.6,10.13.1,10.14,10.13.6), Linux(14.04 LTS)

Pre-condition: Atleast one extension should be present under chrome://extensions/shortcuts which has a shortcut.

Sample Extension URL: https://chrome.google.com/webstore/detail/full-page-screen-capture/fdpohaocaechififmbbbbbknoalclacl

What steps will reproduce the problem?
1. Fresh launch chrome(add above mentioned extension) and navigate to chrome://extensions/shortcuts page.
2. Now press tab key to traverse focus past the extension which has a shortcut.
3. Press Shift + tab and get the focus on the cross button present next to the extension shortcut.
4. Press Enter and observe.

Actual Result   : Shortcut text for which the 'x' button is pressed using tab does not get removed( only for the first attempt).
Expected Result : Shortcut text should get removed after pressing the corresponding cross button(even for the first attempt)

This is a Non-regression issue seen from M-67 series as the MD extension UI flag became default.

Kindly review the attached screen-cast for reference.

Note : 
1. This issue is seen only when chrome is freshly launched.
2. This issue is seen only when the focus is got on the cross button using 'Shift+tab' as pressing 'Tab' key does not take focus on the cross button.
