Devtools panel data is updating in active and inactive tab both.

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Add this extension https://chrome.google.com/webstore/detail/pact-engine/ghnebihkloddbfjhhainedngckegndeg
2. Try to run the extension on two different tabs on different sites.
3. On second tab's run the first tabs panel also getting updated.

What is the expected behavior?
The panel's data should be of the current tab alone.

What went wrong?
Not sure exactly.This is my first chrome extension.

Did this work before? No 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0

Small update 

Some how i managed the issue by triggering click on current panel when it become active. However it is not the suggested fix. waiting for proper fix. thanks in advance

Tested this issue on reported chrome 68.0.3440.106 using windows 10. Attaching screen-cast for reference.
Steps:
-----
1. Launched reported chrome
2. Enabled extension " https://chrome.google.com/webstore/detail/pact-engine/ghnebihkloddbfjhhainedngckegndeg "
3. Opened two tabs and Clicked on extension to run 
As we are observed that when we clicked on extension it is navigating to web store extension page  

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end.If possible provide Screen-cast for better triaging it also provide proper/specific steps.

sorry might be my explanation was wrong for this, Please find the attached video.


1.Enabled extension " https://chrome.google.com/webstore/detail/pact-engine/ghnebihkloddbfjhhainedngckegndeg "
2. Opened two tabs and Clicked on extension to run 
3. Change the tabs and check the issue.

You may also observe the issue with the attached file(panel-boilerplate-messaging-test file).
