Tiles does not get deselected on pressing enter key second time.

Chrome version : 69.0.3497.42 (Official Build) Revision 9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655} (32/64 bit)
OS:  Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14).

Pre-condition: Enable the flag 'Enable using the Google local NTP' , and  'New Tab Page Background Selection'  flags under chrome://flags.

What steps will reproduce the problem?
1. Launch chrome , open NTP and click on 'Gear' icon.
2. Click on 'chrome backgrounds' and click on any collection tile(ex. Landscapes).
3. Now press down arrow key (to get focus on tile) and press enter key.
4. Again press enter key and observe.

Actual  : Tiles does not get deselected on pressing enter key second time.
Expected: Tiles does should get deselected on pressing enter key second time.

This is Non-Regression issue seen from ‘M-70’  as Focus on gear icon has been introduced from build #69.0.3461.0

Yes, I would imagine that pressing enter again would deselect that tile!

This issue should be fixed by one of my CLs. I can't reproduce on my chromium as well as on latest canary. Could you verify that if it still happens?

Update:

Rechecked the above issue using latest canary build#71.0.3543.0 on Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14) and issue is fixed. Able to select and deselect tile on pressing enter key.
