What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Select any text on the page and drag it into the search box.
3. Now hit 'Backspace' from keyboard and observe the text caret in search box.

Actual Result : Text caret stop blinking after erasing text from search box through 'Backspace' key.

Expected Result : Text caret should continue blinking even after erasing text from search box through 'Backspace' key.

This is a Non-regression issue seen from M-60 series build #60.0.3072.0

Note : 
1. Issue is also reproducible on Canary build #70.0.3524.0, Stable # 68.0.3440.106 and Dev #70.0.3521.2
2. Similar issue is observed on chrome://history and chrome://downloads page.
