Translation bubble does not get pop-up automatically on http://renren.com/

Chrome Version:	69.0.3497.42 (Official Build)  Revision	9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655}(64-bit)

OS:Win(10)

Test URL:http://renren.com/

Steps to reproduce:

(1)Launch chrome and navigate to above URL.
(2)Observe in omnibox for translation bubble to pop-up.

Actual Result:Translation bubble does not get pop-up automatically on http://renren.com/.
Expected Result:Translation bubble should get pop-up immediately after visiting http://renren.com/.

This is a non-regression issue, M-61.

This  page has very little actual text. Majority of the text is in images and translate-able. Won't fix.
