Regression: Movement of ghost text is seen in NTP search box.

Issue description

Chrome version : 69.0.3497.42 (Official Build) 9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655}(32/64-bit) 

OS: Windows (7,8,8.1,10),Mac(10.12.6,10.13.1,10.13.6,10.14) and Linux(14.04  LTS)

What steps will reproduce the problem?
1. Launch chrome and open NTP.
2. Observe ghost text in NTP search box.

Actual  : Movement of ghost text is seen in NTP search box. 
Expected: Such movement of ghost text should not be seen in NTP search box. 

This is a regression issue broken in ‘M-69’ and below is per-revision-bisect info.
Good build: 68.0.3446.0 
Bad build: 68.0.3447.0 

You are probably looking for a change made after 563399 (known good), but no later than 563400 (first known bad).

Note: Issue is related to movement of ghost text in NTP search box not flickering when open new NTP.

Thanks for the report Shruti. A couple of questions:
- Do you see this in a recent version (69.+ or 70.+)?
- Do you have a language configuration in Chrome (eg en-UK)?

Yes, this issue is able to reproduce in latest chrome versions (milestone 69.+ and 70.+)and we have a language configuration in Chrome.
Which language do you have configured?

By default our chrome is running with "English" language.

I can't repro this on Mac or Linux, but do see it on my non-corp (old) Windows laptop.

I initially thought that the en-US string was being replaced with an en-UK string (which would look identical), but this could be due to some styling that's applied after the page has loaded.

Rechecked the above issue on Mac(10.12.6,10.13.1,10.13.6,10.14) and Linux(14.04  LTS)OS using latest canary build #70.0.3534.0 and issue is still reproducible. 

To reproduce above issue enable below flags from 'chrome://flags' page.
Enable flags 'Enable using the Google local NTP' , 'New Tab Page Background Selection' and 'New Tab Page Custom Links' from 'chrome://flags'.

Update:

Rechecked the above issue on Windows (7,8,8.1,10),Mac(10.12.6,10.13.1,10.13.6,10.14) and Linux(14.04  LTS) using latest dev build #70.0.3534.4 and Latest canary build #70.0.3535.0 and issue is still reproducible.
