Dashboard Python Tests failing on catapult CQ |

Issue description
This step is failing with error message:
[189/1292] alerts_test.AlertsTest.testPost_TriagedParameterSet_TriagedListed failed unexpectedly:

Assigning to Simon for triage. Disabling for now SGTM. Simon, this looks like a common error I get due to test cleanup issues--I think internal_only is set incorrectly.
