Pre-condition: Enable 'site settings' flag from chrome://flags/

Test URL:www.google.com

Steps to reproduce:
1. Launch chrome and navigate to above URl
2. Click on secure icon and select cookies option.
3.'Block' cookies of google.com.
4. Click on blocked cookies entry present in omnibox and click on 'Manage'.
5. Under 'Block' click on 'Site description' button and observe permissions under chrome://settings/siteData.


Actual Result:Blank permissions are seen under chrome://settings/siteData for blocked cookies of valid URL.
Expected Result:Permissions should not be seen blank under chrome://settings/siteData for blocked cookies of valid URL.

This is a regression issue, broken in 'M-62', and below is per-revision bisect-info:
Good Build:62.0.3187.0(Revision:494645)
Bad Build: 62.0.3188.0(Revision:495023)

You are probably looking for a change made after 494673 (known good), but no later than 494674 (first known bad).
